The DoD was the key contributor to the development of Earned Value Management (EVM) in the 1960's. The original concept was called PERT/COST. It was thought to be (and still is by some) overly burdensome to contractors who were mandated to use it.

The role of a Project Management Office (PMO) differs greatly across industries and companies; there is no standard PMO model for ensuring success.  The most effective PMO structure closely supports a company’s corporate culture, its’ business needs and current Project Management capabilities.  This means that a Project Management Office must evolve along with its’ customers need and capabilities.

The Spiral method is an iterative approach to developing software used on many contracts. The contract will specify capabilities that are required and include multiple iterations/spirals, each with its own requirements, design, implement and test cycles.

Virtually no one in the Project Management space addresses the real challenge in implementing Enterprise Project Management systems… Adoption.  There are some practitioners who talk about cultural change, but they tend to have a narrow focus on getting executive sponsorship.  This sponsorship is essential but in no way guarantees success.

There is no consistent approach to, or definition of, Enterprise Project Management (EPM). It is critical to define early on what your specific goals for EPM are.
