Deltek Cobra

Deltek Cobra is a high-end, mature and robust, multi-program cost engine for Earned Value Management. Cobra is configured to be usable immediately but it is very flexible and configurable.

Cobra’s technical architecture is client/server and based on the industry standard databases: Oracle or MS SQL Server. It comes with the standard EVMS cost types but more can be added as needed with its flexible cost classes approach. It has a powerful capability for modeling direct and indirect rates. Cobra produces the standard Contract Performance Reports (CPRs) and has almost every other report applicable in an earned value environment. However, its graphics are useful, but crude by today’s standards. Other capabilities include:

• Multiple structures and cross referencing to user defined code fields
• Collecting actual costs at the Control Account or Work Package level
• Tracking of baseline changes and Budget Baseline Logs
• Custom reporting, although this requires a considerable investment in learning how to go about it.
• Top-down planning to distribute detailed costs based on global needs
• Global adjustments for Replanning, Cost Recalculation, reclassification, and schedule slippages.
• Import/export of all data types to several formats including Excel
• Schedule integration with leading scheduling engines: Primavera P3, P6, Deltek Open Plan and Microsoft Project
• Multiple forecasting calculations
• Ability to Batch processes
• Ability to process and report multiple programs
• Ability to use Excel to update time phased distributions of resources and costs
• Interface to wInsight
• Automated interface with Deltek CostPoint
• Configurable interface for loading actual costs including estimated actuals
