Responding to Federal Agency RFPs with EVM requirements

We see 3 levels of EVM RFP Response requirements which depend on the Government Agency involved and the size and nature of the Program or Project.

These 3 levels of Pre-award EVM RFP Responses are;

  • An 'EVM narrative plan' for IDIQ type RFP – essentially a narrative response and a plan outlining how your company will become compliant with EVMS.  This may be based on the full 32 criteria or a subset. For example, Department of Treasury and Health and Human Services use 10 Core criteria for contracts for lower dollar thresholds.
  • A full EVM plan - that includes an evaluation outlining gaps based on all of the 32 ANSI 748b criteria and a plan to achieve compliance with the 32 criteria.  These are usually for contracts that do not meet $50 million threshold. This may require all pre-award deliverables be produced using EVMS standards. The pre-award deliverables include the preliminary: WBS, OBS, IMP, Schedule and Risk identification.
  • A Validated or Certified EVMS is usually required for contracts exceeding the $50 million threshold.   Some Agencies will require this at lower levels. These RFPs also require the complete set of Pre-award EVM deliverables - to be built following EVMS standards.  These include a preliminary WBS, Project OBS, Milestone or IMP and Risk Identification.

Responses to these RFPs require a solid plan and schedule that will show the Agency that your company is on the right track to establishing processes and getting your EVMS Validated.

The rules above can change based on several factors.  EVM may vary by contract type, contract value (threshold), contract Officer, Risk and by Agency.  The table below is an example of some of the main Federal Agencies and their general levels of EVM requirements;
