Pinnacle Implements an EVMS using Microsoft Project and Deltek Cobra for Ocean Leadership

Pinnacle Management successfully completed an EVMS implementation for the Consortium for Ocean Leadership located in Washington, DC.  The Consortium for Ocean Leadership is a DC-based nonprofit organization that represents more than 100 of the leading public and private ocean research and education institutions, aquaria and industry with the mission to advance research, education and sound ocean policy.  

Pinnacle was selected to implement a combination of tools including MS Project and Deltek Cobra for the Ocean Observatories Initiative (OOI) project.  The goal of the implementation was to set up an EVM System that would become the basis for all Ocean Leadership projects that have an EVMS requirement. 

As part of the initial implementation, Pinnacle supplied Process Development Documents such as:

  • Software Configuration Workbook - The OOI Software Configuration Workbook defines the EVMS software features and defaults used in the execution of the earned value processes adopted for a specific project (OOI).  This document focuses on the coding requirements for MS Project and Deltek Cobra.
  • Monthly Update Cycle - The OOI Monthly Update Cycle contains desk instructions for Ocean Leadership employees defining the required monthly process steps to manage the EVMS data
  • Rating MS Projects into Deltek Cobra – This document is a step by step guide to loading MS Project resource requirement data into Deltek Cobra.  Cobra resource rates are then applied to create the project dollarized budget.

Pinnacle Consultants were utilized to stand up and run all monthly updates and reports for the Ocean Observatories Initiative project for a period of two years.  Some of the duties performed by Pinnacle during this time were:

  • Configure MS Project and Deltek Cobra so that all necessary coding of fields and data required for all reports were in place.
  • Perform the initial data loading for MS Project and Deltek Cobra including the ‘rating’ of the project.
  • Perform duties of the Integrated Master Scheduler, EVMS Administrator and EV Analyst which included monthly data input and manipulation, analysis of schedule and cost data and creation of all reports required by the Project Manager and CAMs.

This effort implementation effort by Pinnacle has become the standard for all Consortium for Ocean Leadership projects.
