NDIAs Important Move to Bring Sharper Focus to Integrated Program Management

Historically, the industry voice of Earned Value Management (EVM) and Integrated Program Management (IPM) has been the NDIA's Program Management Systems Committee (PMSC); the PMSC was a subset of the NDIA’s Procurement Division.  This basic scenario has been effective for over 30 years. However, the idea of the concepts of IPM, in general, and EVM, in particular, being a subset of the procurement community has always been viewed as limiting.

To more appropriately highlight these concepts, the NDIA invited and the PMSC voted to re-establish the PMSC as the Integrated Program Management Division (IPMD). This puts the IPMD on a par with Systems Engineering, Manufacturing and 34 other divisions. The IPMD will act as a vehicle for the exchange of information between the federal government and industry regarding matters of common concern that involve integrated program management processes including earned value management. It will provide the government with industry perspectives on government policies, practices, needs and problems within the IPMD’s purview.

The intent is that the IPMD will work to foster mutual understanding and effective working relationships between government and industry regarding the development, documentation, and maintenance of effective integrated program management processes. The IPMD will conduct special studies as required.

The important relationship with the Procurement Division will not be lost, because the IPMD will coordinate with the Procurement Executive Committee as appropriate. We at Pinnacle believe this is a truly significant and important event.
