Funds Management vs. EV Management

 

The use of the term "budget" to describe the Performance Measurement Baseline (PMB) can be misleading when practicing Earned Value Management (EVM), especially if you have a traditional financial management background. Even organizations that are experienced at EVM often confuse "financial budgets," based on funding, and "baseline budgets," based on the PMB, resulting in less effective management of both.

This presentation will guide you through differences between the related, but often confused concepts of funding and budgeting when practicing EVM. Understanding these differences is critical to establishing a good Performance Measurement Baseline (PMB), executing appropriate change control and accurately forecasting project costs. We will breakdown the difference between funds management and EV management, demonstrate the relationship between funds and the PMB and show how proper maintenance of the PMB can lead to good performance measurement and accurate forecasting of cost and schedule.
