EVMS Project Assessment Scorecard

Are you responding to an RFP that has Earned Value Management System (EVMS) certification requirements? Are you preparing to have your EVMS certified by DCMA or other Cognizant Federal Agency? An independent EVMS assessment can help you identify where the gaps for EVMS certification are, and provide you a roadmap to prepare for formal validation.

Pinnacle's EVMS Project Assessment Scorecard was built using the EIA-748 guidelines and our experience from implementing successful and sustainable Earned Value Management Systems.  We have used this for both Federal Agencies and suppliers to assist in the validation process. Sometimes referred to as "third-party EVMS certification," an assessment doesn't actually certify your system (only your Cognizant Federal Agency has the authority to do that), but a third-party assessment is a useful tool to identify areas of non-compliance to the EIA-748 guidelines and help contractors implement EVM Plans for proposal responses, or prepare for validation by government review teams.

The EVMS Project Assessment Scorecard evaluates 50 common program management work products (artifacts), cross referenced to the EIA-748 guideline areas, with objective measurements of maturity in the areas of People, Processes, and Information/Tools. The scorecard requires that a company already have some level of EVM in place or have an established Integrated Project Management system, though a company does not need to have a complete system in order to receive a useful evaluation.

From the Scorecard, a set of recommendations are prepared to assist the organization in prioritizing and planning necessary improvements. We work with our clients to build an Implementation Roadmap to close the gaps and achieve a certifiable system. This Roadmap can be used as part of the EVM Plan to be submitted in proposals with with FAR 52.234-4 or similar requirements.

The Scorecard can also be used over time to assess progress in improving your EVMS and to demonstrate your progress to your customers and internal stakeholders.

While the Scorecard can be used for a single Project or Program, it is also an excellent mechanism to help guide organizations in establishing an Enterprise-level EVMS.
